The manager of the Bismarck Civic Center says he plans to bill FEMA for flood-related cleanup costs. The Civic Center was a sandbag center from March 31 through April 3. City officials said more than 466,000 sandbags were filled during that time. The Civic Center plans to bill FEMA almost $51,000. Those costs include extra hours for employees, equipment costs for skid-steer loaders and forklifts, and an estimated $4,000 repair to the parking lot that was damaged by large trucks.
