Rezoning for Coal Drying Plant Goes Forward

The Stark County Commission has approved a rezoning and special use permit for a coal drying plant, repeating an action it took last year.

Auditor Alice Schulz said Tuesday`s vote was unanimous among the five commissioners, hours after the county zoning board gave its approval. The change will rezone land near South Heart, about 13 miles west of Dickinson, from agricultural to industrial.

The GTL Energy USA Ltd. plant already is under construction.

County officials approved the rezoning last year but a judge overturned the decision, saying the county failed to follow the proper steps.

The county then revised an ordinance so it requires only the notification of all landowners within 200 feet of a zoning change, instead of requiring the approval of all of them.
