Bismarck Man Charged with Child Abuse and Neglect

A Bismarck man is facing charges after officers found his two and half month old son screaming and hanging upside down in his stroller yesterday evening. Bruce Arshamboult, 26, was charged with child abuse and neglect.

At around 6:30 yesterday evening, officers received a call of a domestic incident behind I. Keating Furniture. Responders found two people pushing a stroller down 3rd St. and heard a crying baby, but couldn`t see it. After a closer look, they found screaming baby dangling with his head in the luggage area, neck bent and head pushed against the metal support.

The baby had a small, swollen wound that was bleeding.

Officers say Arshambault was very intoxicated. The baby`s mother was at work at the time of the incident.
