The individual whose name appears on this notification has been convicted of a crime against a child or an attempted crime against a child, or has pleaded guilty to a sexual offense. In accordance with North Dakota State Law this individual must register as a sexual offender or an offender against children.

The offender is not wanted by the police at this time and has served the sentence imposed by the court. This notification is not intended to increase fear in the community.

Information Narrative: Mr. Kerns is a lifetime moderate risk offender due to convictions of 3rd Degree Sexual Assault on March 31, 1995 in Lincoln County District Court, Nebraska and Surreptitious Intrusion in Stark County District Court, North Dakota on August 2, 2012. Mr. Kerns was 33 years of age at the time and had his nine year old step daughter perform oral sex on him, this was in Nebraska and earlier this year Mr. Kerns was caught looking into a dormitory on the Dickinson State University campus by using binoculars. Mr. Kerns recently moved to his new address.
