Measure 3 is a hot topic among some North Dakota farmers.

"It`s to protect agriculture in North Dakota, modern farming, and ranching practices,” said Daryl Lies, Douglas farmer supporting Measure 3. “Basically to insure food security and food choices for every farm in North Dakota."

"We already have a statute that says that as long as they`re caring for our land and our livestock in response to our livestock in a reasonable manner,” said Rugby farmer Jim Tiegen, who is against the measure.

If the measure is passed, a new section would be added to Article 11 of North Dakota Constitution to prohibit any law that abridges the right of farmers and ranchers to use agricultural technology, modern livestock and ranching practices.

"Practices need to be protected if we`re going to have a food source in North Dakota that`s growing," Lies said.

But, farmers against Measure 3 say the language is too vague.

Tiegen said, "Define what is modern and who is going to define it and what is modern? If I`m the first person to come out with a new practice, does that make me modern or does that make me off the wall?"

While supporters say keeping the language open is a good thing.

"It makes it, so we can continue to adapt to new technology that makes us more efficient and reliable to produce that quality product with a little input," said Lies.

Lies says if Measure 3 is passed, North Dakota would be setting the example for some states.

"There are other state`s farm organizations that are out there really wanting to watch this and really model it, so they can do something and model it in their state after we`re doing here."

Although some farmers believe the amendment would protect the livestock practices, others say it would just bring about more confusion.

Tiegen said, "Those of us who are opposed to it just think that is really just an unnecessary measure."

Is it unnecessary government intrusion? Or, is it necessary to protect our agriculture? Voters will decide on November 6th.

Other measures on the November ballot include poll tax, oath of office, a smoking ban and prevention of animal cruelty.
