"Our victory was that we were able to bring the issue to the forefront. We were able to tell North Dakotans that we thought we had a weak animal cruelty law," said Measure 5 proponent Jane Marum.
"North Dakota animal stewards are very pleased that North Dakotas voters stood up for all animals and rejected a measure that was poorly worded and narrowly focused," said Measure 5 opponent Jessie Bateman.
The opponents plan on presenting a different animal cruelty draft bill to the legislature in January.
