Mandan Daycare Closed for Safety Violations

A Mandan daycare is closed after a parent reported a concern to Morton County Social Services last month. The Department of Human Services issued a notice of revocation to First Steps Learning Center on Monday.

A child care licenser was sent to investigate and she discovered multiple violations of required child to staff ratios, incomplete background checks of its providers, nutritional and safe food handling concerns, and cleanliness and upkeep issues.

A notice of intent to revoke was issued and owner Amber Friez was given a time period to comply. In addition, Friez was recommended to contact Child Care Aware for assistance. The licenser and a consultant made several visits to the child care center and noticed on-going violations.

The decision to revoke the license came on October 28. At the time of closure, there were about 60 children enrolled at First Steps.

"We realize closing a center can impact many families, but the priority of the Department of Human Services is the health and safety of children," says ," says Jennifer Barry, Department of Human Services. "Parents were sent a letter informing them and explaining the revocation, and directing them to Child Care Aware to help them find alternative child care."

Friez has ten days to appeal the revocation. The Department of Human Services has not yet received an appeal.

First Steps came under new ownership in 2011, and Barry says there have been three revocations of childcare centers in the past four years.
